Basic Steel Processing in the UK industry analysis

Over the five years through 2024-25, steel processing revenue is expected to inch downwards at a compound annual rate of 0.9%. As a result of declining global demand for steel during the pandemic, two of the major markets for cold-formed steel products, construction and manufacturing, experienced a significant dip in activity, slashing demand for cold-formed steel products. However, a strong revenue recovery followed in 2021-22 due to soaring steel prices and increased manufacturing activity. Steel prices and production costs have now mostly normalised, making the oversupply of cheap steel on the global market the most significant threat to UK cold-formed steel products manufacturers. Processors also continue to struggle with foreign steel import quotas. While there are no longer tariffs on UK steel exported to the US, EU restrictions have hurt revenue, but major companies have found success in emerging markets with higher construction activity, like Hadley in the Middle East. Meanwhile, UK steel import tariffs continue to protect national steel processors but also raise input costs for companies that aren’t vertically integrated or have their steel furnaces in other countries, like Voestalpine.

Trends and Insights

  • Rising car-making activity props up steel sales. Car manufacturing in the UK is on the rise and only looks set to keep growing in the future, increasing the need for cold-formed steel products.
  • Demand for cold-folded and cold-formed steel sections swells. Government initiatives aimed at increasing the UK’s housing supply are driving the need for steel, though weak economic conditions are holding sales growth back.
  • Manufacturers in Yorkshire benefit from easy access to steel. Grimsby in Yorkshire provides an essential shipping link with Northern European steel exporters like Germany, giving processors easy access to inputs.
  • Price competition runs rife. Since it’s hard for steel processors to set their products apart through quality, price is the main basis of competition. UK processors can struggle to match the low prices of cheap imports.

Industry Statistics and Trends

Market size and recent performance (2014-2029)

Industry revenue has declined at a CAGR of 0.5 % over the past five years, to reach an estimated £1.1bn in 2024.

Trends and Insights

Global steel prices shake up the steel processing market

  • An oversupply of steel in the global market has kept cold-formed steel product prices fairly low, despite prices climbing in 2020-21 amid pandemic-related disruptions in most manufacturing sectors and a reduced steel supply. Steel prices are falling back in 2024-25, according to the Office for National Statistics’ (ONS) steel producer price index.

Trends and Insights

Foreign quotas and sanctions continue to limit foreign trade

  • EU steel safeguard measures will continue until at least June 2024, with all tariff-rate quotas on steel increased by 4% since July 2023. It’s currently being decided whether or not these measures will remain in place beyond this date. Any extensions to the quotas will limit processors’ exports in the future.
